You can try uokiok's pedestrian paths @frunzaverde.
Transportation - Pedestrian Paths

The paths can be upgraded to stairs with the upgrade menu.

I have good news and bad news. The good news is that I found it, the bad news is that you can't download it anymore. Here's the link with the description: times Square Pack (One Times Square) | XL Nation.

If someone thinks he has it, the file is named XLN_edesaNYts1v1.2.patch.

Maybe you can try using this mod instead?

Im Looking for a tall concrete wall mod. Like the berlin wall or the Israeli west bank barrier.

 

Not sure but maybe you can stack these on top of each other to make a higher wall: Ploppables - Urban Walls Pack (no collision box)

 

Its not high enough. I guess that there is not a mod like this
