Business Type Has "Bad Reputation"

    What causes this, and how do I clear the condition in a city? It seems that once a building type gets a bad reputation it is cursed forever in that city, no matter what I do to improve conditions or how long I leave that building type un-built before trying again. One time it struck as I was relocating a type from a small area (for medium) to a larger one (for dense). Suddenly, no dense buildings would start building. Same thing happened with another building type, later in the game.
