    If you search for the actual building online you will there is a few bits missing from the CXL version of it.

    Ah nice, didn't knew it was made into a mod for CitiesXL. I know this building before from a YouTube channel I think
    that the billionaire built this for him and his family but abandoned it just as it was completed because they thought
    that the building was cursed with bad luck. That's what I heard :p
