Random guessing is Ljubljana.
Man, I tell you this is hard if no landmark around (or maybe I am too shortsighted), and for a person who doesn't live in Europe.... The only clue I can draw from the picture is the flag with red, blue and white. So Serbia and Slovenia come into my mind but Serbia is already on the race track....

 

And I guess the electricity powered traffic gives the chance to Belgrade.

@heonetsung, haha, well it all depends on what you know about the country/city and what kind of subtle hints you can gather. But you're correct so with that sort of reasoning I bet you won't have a lot of trouble even if you cannot see any apparent landmarks!
