Uhm. I don't know what it means but seems the savegame is fucked. You could try restoring it by using one of the older savegames.

Did it work @Radiant Dawn ?
I had a similar looking problem lately, and using the .old or .old2 files did not work...
In the end, removing the prototypesdb.bin file in the User\USERNAME\AppData\Local\Focus Home Interactive\
Cities XL/XXL\live\data\config
afterwards, I could load my city again...
the game generates a new such file, but maybe, you should not diretly delete the old one...
