    Civic service is pretty easy get high, security and fire control hardest. Even leisure is easy. I have a similar type of mod that I never released, it variates of course though.

    So far using this mod with a 40,000 population city it appears the Security layer is way more demanding then the others. All other services on level 1 still but I had to bounce Security up to 3 already to keep everyone happy

    Unfortunately, it won't work in my Cities XL Platinum, I've pasted it in my paks folder but nothing changed. As instructed, I removed all my older civic buildings and placed new ones.
    My city has only 23,000 inhabitants. Does the number of citizens have anything to do with it?
