    These look nice but I don't see any "actors". No vehicles appear in my lots even with the clock running. Your pictures make me think I'm missing something. Perhaps I need to find vehicle ploppable props.

    I am having the exact same problem as @Omnius Prime. When I first put down a parking slot, there were cars on it. However, when I zoomed out/in, suddenly they disappeared. And since then no cars have appeared on the slots, no matter where I put them or whether I restart the game.
