    It looks more like an office building, but the game already has an abundance of office mods. Maybe it could be retail or even a T3 residence?

    I do think mainly it was an office..only front side left now is mcd and express store...
    but I was plan to make the hilton hotel as well, it was right next to it so I made this as a leisure. I think that was a good idea to place a leisure close to a hotel (?)

    Leisure is good too. I'd still use this building even if you made it heavy industry. :p

    It could have its place in retail too. Don't worry about the billboard; this building is fine as it is.
