    There is a Ferris Wheel in the leisure section in my game (CXL Platinum) and i think the London eye is in the game or there is a mod for already existing.

    There is (cities xl 2012) but it's a Megastructure and you should give coins so I want a "free" Ferris Whell ;)

    You can find mod that make blueprint as decoration. I don't remember its name.....
